Tuboise Floyd


Tuboise Floyd, Ph.D., CF-APMP, has extensive experience in project management in a variety of areas ranging from information technology, public health, retail, and education (K12 and higher education). He began his information technology career at Dell Federal Government Services as a senior systems analyst on the Centers for Disease Control and Prevention’s IT infrastructure-managed services task order (an indefinite quantity contract with a $5 billion program ceiling and 10-year base). In this role, he led service strategy, knowledge management and improved SLA response levels from 52% to 86%. He was promoted to Service Desk Team Lead, where his team of 32 technicians resolved over 4,000 mission critical problems for users across the Centers for Disease Control and Prevention. More recently, Tuboise worked for The Kroger Company, where he led a team of 30+ technicians and directed shift operations for Kroger’s contact centers of excellence. Tuboise achieved 90% service levels, improved business processes, and spearheaded staff training. 

Prior to The Kroger Company, Dr. Floyd helped launch a startup educational and leadership consulting company founded in 2020 as its administrative manager. There he managed communications and marketing, created new budgeting and revenue generation models, conducted financial forecasting analysis, and led strategic plan development. Dr. Floyd was instrumental in producing targeted campaigns around product launches, producing a 15% increase in revenue year over, and maximizing brand exposure by ensuring the right social media tools for high-impact marketing. 

Before joining the Kroger Company, Dr. Floyd worked as a technical trainer for Northeast Georgia Health System. Here, he led the training effort for a $250 million-dollar focused deployment of a new electronic medical record system (EPIC). He co-developed over 1,200 assessments, spearheaded data collection, revised learning plans, conducted trainings and improved business processes. He also reported, track and worked closely with the learning management system administrators to resolve technical and non-technical system issues impacting end users. Dr. Floyd was also hand-picked by senior leadership to become a certified trainer for the Patience Experience Department to deliver a new $1 million-dollar company-wide initiative focused on developing a sustain culture of service excellence. He is certified by the Cleveland Clinic for Communicate with H.E.A.R.T. and taught system employees to hear, empathize, apologize, respond, and thank through in person trainings while offering easy-to-use materials to establish and sustain a culture of service excellence within Northeast Georgia Health System. 

Dr. Floyd has additional experience in higher education working as an adjunct professor of adult education for Strayer University where he conducted academic advising, ensured student success, improved student retention rates, and taught adult learning theory, education research, and capstone courses. Preceding Strayer, Dr. Floyd worked as a program advisor for The Truman Pierce Institute, a research and outreach unit in the College of Education at Auburn University. During his tenure, he developed and enacted programing focused on teaching, leadership, and equitable learning opportunities within schools and communities, primarily within Alabama’s Black Belt Region. He aided the Director in program evaluation and reporting for a $321,121.00 grant from The Alabama State Department of Education for the Twenty-first Century Community Learning Centers as well as a $199,000.00 grant from the the Appalachian Regional Commission for an Instructional Improvement Initiative (I3) (leadership capacity building academies) for four school systems. During his early graduate studies at Auburn, Tuboise worked as a graduate assistant in the Office of the Associate Provost, Office of Diversity and Multicultural Affairs where he teamed with the Director to develop a peer mentoring program and assisted with the promotion and recruitment of minority peer mentors resulting in a 100% retention rate of peer mentoring staff during the program’s inaugural year. 

Dr. Floyd holds a PhD. from Auburn University in Adult Education with an emphasis in Workforce Development and Training. He is skilled in quantitative research methods and his doctoral research used a cross-sectional survey design that examined the relationships between educational philosophies and teaching styles of workforce educators. He earned his master’s degree in Higher Education Administration from Georgia Southern University. He holds a bachelor’s degree in Business Management from Auburn University. He is APMP certified in bid and proposal development and serves as a Board Member and Chair of Membership and Technology for the Georgia Chapter of The Association of Proposal Management Professionals. Dr. Floyd enjoys spending his free time with his family as well as developing his skills in photography and enjoys riding motorcycles.
